Probably the Canadian equivalent of the the US Justice Potter's measure of "obscenity": "I know it when I see it". If someone is in a long standing dating relationship with an individual and in possession of multiple pieces of evidence of that history of being together, it will probably pass muster while someone with a calendar full of different Tinder dates for every meal wouldn't so easily if the claimed date (for the "exclusive dating relationship) has never been together and lack evidence of having been together at least a year back or more.

Bolded is the same situation that caused New Zealand to go back into lockdown when they allowed 2 British women to visit the dying relative without completing their quarantine and they spread the Covid. I don't understand why we are being told not to visit elderly relatives by our government but then they are encouraging elderly relatives to travel longhaul from Covid hotspots to visit their families in Canada. Who pays for their hospitalization if they become ill in Canada? I have a pretty good idea. We keep hearing how Melbourne dealt with the Covid by locking down and Toronto should follow suit. Well there was no travel allowed into Melbourne and Victoria either during that time whereas we still have thousands of people a week flying into Toronto and with pretty lax quarantine enforcement

CBC is outing more American business executives allowed exemptions to enter Canada for non-essential work (incident in question happened in August). Good to see Bill Blair is as bright and astute as ever.

Sleepy Bill has tweeted that the US restrictions are extended another month. No surprise here.

Canadian citizens, permanent residents and protected persons continue to be permitted to enter Canada, subject to health screening measures.

And this has always been and will continue to remain the case.

Depends on which country. Can make it difficult to return.

It has become effectively impossible for Australians to return from abroad. Not because of a ban, but per-day numerical restrictions on entry, substantial route losses, and therefore exceedingly high fares. (I wonder when some of the carriers simply cancel their routes entirely).
Lots of news articles about it.

Yes Australia is a different matter as they have severely reduced the air opportunists to get into the country and there is no other options to enter. The same cannot be said for Canada. As citizens can still go via the US/Mexico and if they go via the US and go to the land border, there is no way to stop them entering.

This should be more on people's radars. Most people you talk to would say, oh yeah the border is closed - when its far from.
And the definition of "essential" is a joke.

More than five million arrivals into Canada have been allowed to skip the 14-day quarantine requirement put in place when the country closed its borders to non-essential travel in late March, the Canada Border Services Agency estimates. The data — which was compiled by the CBSA at the request of CBC News — shows that more than 80 per cent of the 6.5 million total arrivals into Canada between March 31 and Nov. 12 were exempt from the quarantine meant to battle the COVID-19 pandemic.

Same article indicates half were truck drivers. I presume they play a role to the economy to ensure trade is not hampered leading to downstream economic effects. If I recall some occupations on essential list are questionable such as restaurant delivery drivers.
