YYZ clear customs to smoke
 

I'm headed to Shanghai with a 2 1/2 hour layover in Toronto.

I'm checking a bag, but would like to go through customs, then back to security to catch my flight to Shanghai.

Flight arrives tomorrow morning 10:20, flight takes off at 1:00pm

Think I have enough time?

Absolutely. Provided you have the correct paperwork to enter Canada, you shouldn't have a problem clearing customs to smoke. Without baggage, it should be fairly quick (an hour or less). You can go to street side and do your thing, then re-clear security. 2.5 hours should be plenty.
