There are no CBSA formalities for a passenger originating at YVR and leaving on an international flight. On your second question, the international departures area at YVR does not have an easy path to the land side, because it is configured for transit without visa (TWOV). I recall reading in another thread that it is possible to be escorted to down to the regular customs area for reentry to Canada. Perhaps someone with experience can weigh in on this.

Thanks, really appreciate the information and clarifications. This seems consistent with other international airports I have been too where you need an escort and so long as you have a bit of time it all works out in the advent of a flight change etc.

Flew into YTZ. It really is true that getting through immigration (from walking off the plane to walking out the door) is faster than walking into the airport at Pearson.
The officers were so nice.

No more flying into stupid YVR for me!
