CBSA Preclearance ORD
 

With the US and Canada signing the new preclearance agreement, I expect there to be CBSA preclearance facilities at US airports (although the original agreement allowed for this, it was never applied.

Wouldn't it make a lot of sense to put CBSA Preclearance at ORD because Air Canada is the only airline that runs out of Terminal 2?

ORD T2 is used by more than just Air Canada; it's used for some domestic US flights operated by one or more US carriers.

Not sure where you got this idea. Terminal 2 has 43 gates. AC uses only two of them.

What makes you think the Canadian government would pay the costs of implementing pre-clearance? We man our air borders with co-op students and nearly balked at the cost of arming our guys on the land borders.

Sorry my bad. When I went to ORD to pick up my brother, I remember only seeing the AC logo on the terminal 2 sign. I guess I wasn't paying enough attention...

I don't think this will ever happen, because it's all about ratios. The percentage of Canada-bound flights vs. total flights from US airports is far lower than the percentage of US-bound flights vs. total flights from many Canadian airports.

ORD would have to build a whole "Canada wing" if they had CBSA preclearance, which would tie up gates that could be used for flights to other destinations at off times. Gate space at ORD is already limited as it is. Same goes for LGA, which probably has more flights to Canada than any other US airport (just thinking off the top of my head...I could be wrong about that).

If Canada were to have preclearance, I imagine it would be done on the jet bridge or just before the gate. The setup would have to be fairly portable.

In any case I see very little need for Canadian preclearance.

One of the big advantages of preclearance is that it allows carriers to fly into airports in the receiving country that do not have immigration / customs facilities.

However, most Canadian airports that could sustain transborder flights have these facilities anyways so having preclearance in the US at departure is moot.
