He was not talking about the DRIVER drinking - which is obviously bad - but someone ELSE in the vehicle having a beer, which doesn't cause issues in other countries.
Probably has to do with a history of prohibition and laws in the neighbouring country which largely forbids the same with some exceptions.

Unfortunately, I can tell you the laws are flouted (probably by drivers) given the amount of containers I see on the road side (and not even on major roads).
