ITA fare can't be booked in Canada...but can in the U.S?

ITA fare can't be booked in Canada...but can in the U.S?
Hi,
I found this amazing fare on ITA from Halifax to Cancun. The price is showing as $436 but apparently it can't be issued in Canada but a Travel Agent friend of mine says it can in the U.S. She says that "When I look at the validating rules for Air Transat it looks like US travel agencies can issue but it says for agencies in other countries to verify if we have a plate. So, although I can see the price that you got, I can't issue it.
It might be worth a call to an agency in Maine to see if they can issue tickets on Air Transat...??? They have to be BSP tickets..."
Can anyone help me with this....I want this deal!!!!!
