Strange One-Way Limits
 

Budget has some strange quirks in one-way rentals. If you try hpn to lax, the website says, "Sorry, we don't allow one-ways between those cities." But, if you do ewr to lax, the website processes a price quote. Likewise, if you do hpn to ord, it gives a quote, and ord to oma, it gives a quote. But, it will refuse to quote hpn directly to oma. This is apparently the only company that does such strange things.

I'm not sure about that. One-way rentals are a different beast than the typical rental. I think you'll find many such quirks in other markets and with other companies.
