There's a small BA lounge in Terminal 4 - it's on a mezzanine level from the rest of the terminal building, access is via a lift or a rather hidden staircase, IIRC.
It's been a while since I went through PHX, though, so things might have changed. I do recall the duty free shopping was abysmal, though.
