Question Interpretation of Ticket Rules

I have a question of interpretation of these Fare Rules for a ticket with MFU.

Fare Rules for Your Ticket

MAXIMUM STAY REQUIREMENTS
TRAVEL FROM LAST STOPOVER MUST COMMENCE NO LATER THAN 12 MONTHS AFTER DEPARTURE FROM FARE ORIGIN.
MINIMUM STAY REQUIREMENTS
TRAVEL FROM LAST INTERNATIONAL STOPOVER MUST COMMENCE NO EARLIER THAN THE FIRST SUN AFTER DEPARTURE OF THE FIRST INTERNATIONAL SECTOR.
CHARGES FOR CHANGES AND CANCELLATIONS
CANCELLATIONS ANY TIME TICKET IS NON-REFUNDABLE. CHANGES ANY TIME CHANGES NOT PERMITTED. NOTE - UPGRADES NOT PERMITTED IF COMBINING FARES EITHER HALF ROUND TRIP OR END-ON END THE MOST RESTRICTIVE CONDITIONS WILL APPLY

CHANGES TO THE DATE AND TIME OF THE UPGRADE CAN ONLY BE MADE UP TO 24 HOURS BEFORE DEPARTURE. IF THE REDEMPTION CLASS FOR THE UPGRADE IS NOT AVAILABLE, A CHARGE OF $25 WILL BE LEVIED FOR THE RE-CREDITING OF MILEAGE TO THE MEMBER'S ACCOUNT.
CANCELLATIONS TO ALL TICKETS CAN BE MADE UP TO 24 HOURS BEFORE DEPARTURE FREE OF CHARGE. ALL MILEAGE WILL BE RE-CREDITED TO THE MEMBER'S ACCOUNT AND TAXES WILL BE REFUNDED.
MILEAGE QUOTES SHOWN ARE APPLICABLE TO THE CLASS AND ROUTE SELECTED.
ALL TAXES, FEES AND CHARGES TO BE PAID BY THE MEMBER (NOT BRITISH AIRWAYS).
MILES FOR UPGRADE BOOKINGS ARE SUBJECT TO AVAILABILITY AND CANNOT BE WAITLISTED.
TIER POINTS AND BA MILES WILL BE AWARDED ACCORDING TO THE COMMERCIAL TICKET PURCHASED.
IF CANCELLING A MILES FOR UPGRADE BOOKING, THE WHOLE JOURNEY MUST BE CANCELLED.
IF FLIGHT BOOKINGS FOR UPGRADE TRAVEL ON BRITISH AIRWAYS ARE CANCELLED BY THE MEMBER WITHIN 24 HOURS OF DEPARTURE, MILEAGE IN RESPECT OF THE UPGRADE WILL NOT BE RE-CREDITED TO THE MEMBER.


How does one reconcile this: CANCELLATIONS ANY TIME TICKET IS NON-REFUNDABLE. CHANGES ANY TIME CHANGES NOT PERMITTED
with this: CANCELLATIONS TO ALL TICKETS CAN BE MADE UP TO 24 HOURS BEFORE DEPARTURE FREE OF CHARGE. ALL MILEAGE WILL BE RE-CREDITED TO THE MEMBER'S ACCOUNT AND TAXES WILL BE REFUNDED?

Does this mean that the fare is non-refundable/forfeit but the miles can be recredited?

That is exactly correct and you will have to pay Ł30 for the privilege of having the miles re-credited.
