seat pre-allocation for group bookings

I tried posting this on the tail-end of the seat allocation thread but I guess that thread is in it's death throes - and so I've reposted a fresh in case someone can shed some light.

On Sunday nights 705 from vie > lhr it appeared at pretty much exactly 24hr checkin that very few seats were available to choose ie around a dozen or so potmarked around the cabin. On board it seemed that travel groups had been preallocated therefore taking precedence over Exec members. I'm fairly certain they were'nt all members as they were - let's say - fairly elderly and this was clearly the end of a tour.

Does pre-allocation assign seats to groups to put them together therefore putting them ahead of exec members?
