Changes to the upgrade priority list?

My route only has J and I only fly J, but on the very rare occasions when I've had to book W every single time I have been offered either a free or a cheap upgrade.
Tangentially, the check-in staff at FW put some kind of 'marker' on my PNR to upgrade to J if space became available, as I had been ticketed in J on a previous flight and my travel agent only found availability in Y. I was upgraded to J at the gate and the aircraft went out about half full in both cabins.

On a separate PNR from an outstation the following week the check-in staff moved me to the only available Y seat on an earlier flight when originally ticketed in J, but put a flag on the system to upgrade me if there were no shows (which there were; J BP was already waiting for me at the gate, and there were empty seats again in Y).
