No water on board tonight

I’m curious to what the “rules” are regarding water. I was on a LHR to GLA flight back in late October which was delayed by about 90 minutes (from memory) until we got “enough” water to go. I remember passengers saying they didn’t care and they were happy to go without but the crew saying it was a Health and Safety issue and they couldn’t break the rules.
When we did finally take off there was a trolley service but no water for anyone so perhaps the toilets etc were filled but there was no drinking water.
