Just to close the loop and in case anyone finds the thread I've just had confirmation that EU261 is on the way.
Of course they initially denied it with the nonsense response of it not being owed because they delayed the flight due to "operational reasons". I threatened MCOL and they have now paid up. They also covered my friend's taxi as he missed the last train.
