Heathrow cutting capacity

Just stumbled across these NOTAMs for LHR. Is this really what NOTAMs are meant for - or HAL abusing this to get their point across? I assume if a NOTAM is issued it becomes a safety issue, so non-compliance is a much more serious issue?

HEATHROW ATM/DEMAND AND CAPACITY BALANCING (HADACAB) REQUIREMENT IS INVOKED. FOR THE PURPOSE THE SAFETY AND WELLBEINGz OF PASSENGERS AND COLLEAGUES AND SCHEDULE RESILIENCE A 15 PERCENT SCHEDULE REDUCTION IS MANDATED IN TERMINALS 2 AND 3, AND 10 PERCENT SCHEDULE REDUCTION IS MANDATED IN TERMINAL 5 ACROSS THE OPERATIONAL DAY. A 10 PERCENT SCHEDULE REDUCTION IS MANDATED IN TERMINAL 4 FROM 1700 TO THE END OPERATION DAY.
DUE HEATHROW ATM DEMAND AND CAPACITY BALANCING (HADACAB) ALL AIRLINES ARE MANDATED NOT TO TAKE FURTHER REBOOKING OR NEW BOOKING OF DEPARTING PASSENGERS ON LONDON HEATHROW FLIGHTS AND THAT WHERE POSSIBLE ROUTE TRANSFER PASSENGERS THROUGH ALTERNATE HUBS.
