Why, has there been a change in policy from Germany?

No. Most likely someone from the German administration explained to BA that if they do not follow rules, they might not get landing rights. As already explained, all flights to and from Germany must apply the mask mandates, regardless of country of origin or plane registration.

Goodness sake, hope they get over it soon, we all need to move away from government mandates and shift to sensible, personal choices (whilst of course participating in any treatments/vaccinations that may be required). I believe a review is due from Spain's end on June 15th. Also Germany has just announced dropping all COVID related travel restrictions, hopefully they'll drop their final federal public transportation requirement soon too.

Germany backtracked on removing entry restrictions so they (probably) still apply.

Not surprised. The German and Spanish governments are lovers of detail and bureaucracy...Although Jet2 and TUI don't enforce masks on Spanish flights

This whole thing is an absolute farce. The whole world needs to get over it. Scrap the masks completely asap, enough already!!

Germany already harping on about needing more restrictions in Autumn as the 'experts are predicting another wave'. The whole thing is a complete farce and has been for well over a year here - they seem to love the convoluted rules and especially gleeful about informing on those who aren't following them.

Guess I'll have to go back to consuming copious amounts of champagne through the whole flight - great upsell to get me in CE for BA.

Masks are required when flying to Spain on either BA or IB. Flying from Spain back to the UK, only IB required them and when our flight was switched to IB operated this past Tuesday, BA sent a note before the flight reminding us of the mask rule for an IB operated flight (while BA flights had dropped the mask rule departing Spain). I don't believe the rule has changed flying from Spain back to the UK in the last few days because the rule only exists for public transport in Spain currently, under which IB would be applicable, but saying a UK aircraft is public transport in Spain is a bit of a stretch.
Spain is also reviewing the rule on June 15th, so hopefully it drops it entirely, especially when its farcical element is that you only have to put the mask on when boarding the aircraft and remove it as soon as your on the airbridge upon arrival in Spain! (i.e. no masks needed throughout the airport!)

Happy to report I flew back from Spain today on BA and no mention of masks at all. No crew were wearing them and no announcement was made. Number of passengers wearing masks could be counted on one hand.
