LCY-RTM £65 each way, both ways offered. An acceptable price for an uplift of 30TP each way for me. It also gets me out of the problem that the agency booking the ticket booked a basic fare and I need to check a bag, and trying to expense the bag on its own will only cause ructions I don't want to deal with.

is a POUG ever offered on a BAH booking? If not, will the call centre staff be able to offer an upgrade offer?

Seems to be the new normal for those bands, I've been getting EDI-LHR for £89 for months now, although when I looked at the non-POUG pricing the other day they wanted 650 pounds for two people EDI-LHR!

Offered ~23000 ISK (~US $175) for a one way booking KEF-LHR in October, slightly cheaper than fare difference of roughly US $200 at booking

That's a no, no and yes. Upgrade using Avios is allowed however, for a one cabin upgrade, but you need to call BAH for that and some buckets are excluded.
