Dubai and Vegas have historically been two of the worst routes for anti-social behaviour in the network. Aircrafts on those routes would be routinely thrashed. What the OP witnessed is hardly surprising behaviour. Dubai sure has a "high end" aspect, but it's also the place to be for yobbos from most of Eurasia, from Dublin to Nur-Sultan.

Some of if not all the personal details of the arrogant young perpetrators of this 'crime' are known to BA through the contract details in the reservation. Walking around the cabin without a mask at present is very serious and ignoring flight crew is insupportable. Could they not be banned by BA and have their executive club with status and avios withdrawn if they're members? I'm not at all sure how easy this would be for an airline to instigate but it would send a clear message to the passengers and everyone else that might think they're above the rules.

Dubai certainly attracts a certain type of character. The place is a narcissists wet dream, where look-at-me type posers gather in droves.
Not saying everyone who goes to Dubai lacks imagination, but everyone who lacks imagination has Dubai right at the top of their bucket list.

Surely the minimum response is to have the pax met by police on arrival. I would imagine that at DXB (as in the US and probably the UK) this would be a far from pleasant experience. More significantly, it would almost certainly be picked up by the tabloid / gutter press and the resulting story might actually - if repeated often enough - get the message across that bad behaviour in the air won't be tolerated and will have consequences. The behaviour surely results principally from the sense that there is simply no sanction for breach of the rules when up in the air. If that idea can be dispelled things might improve.
Back in the day, the no-smoking rule was rigidly enforced when it was first introduced, and - leaving aside those who try and take a sneaky puff under the smoke-detectors in the loos - I have never in the modern era seen anyone try and smoke on an aircraft. The rule is accepted, because it was rigidly enforced.

I was at the conrad dubai at the start of December and did not see any escort ladies ( perhaps one leaving in the morning as she was putting on perfume in the elevator discreetly was dressed up and a small designer backpack but was not approached) but it probably goes on as I saw small cards with telephone numbers with pictures of women in bikinis scattered on the footpath as you headed down the ramp from the hotel door to the street.( that was about the only litter of any type I saw in dubai iirc)
probably a couple of instagrammers by the pool as I could see from a distance they were constantly making poses on the sun bed into their camera lens.
Did not see any obnoxious behaviour.
hope to go back to see more expo before it finishes in March. Probably would not go back regularly ( not quite my scene) once I saw the major sights but the expo is a unique event.

If you think Dubai has only gone downhill recently, you need to read “Dubai” by Robin Moore, published in 1976. It’s a novel, but great fun to identify the characters, many based on real people. The book was banned in the UAE and Oman certainly up to the mid 80s.

I am a very big fan of Dubai and go there with my wife at least twice a year for holiday plus normally a few work trips. I do believe that you can have a great time there, with excellent hotels - the FS, the Mandarin Oriental, the O&O on the Palm, etc. Great value for money, acceptable flight time and great service. Also I've never experienced any such drama on a flight from LHR. And sunshine guarantee.
The V though...that caters for a very special crowd. I would also not stay in a Rixos for similar reasons. But I am also not allowed by my wife to visit the vault in the JW Marriott anymore after I took her there for after dinner drinks & she saw the female guests there

Me neither otherwise I would not have taken her to that place, but it was the combination of a not too busy night + a lots of very blonde ladies sitting by themselves on the bar

That said, without wishing to go OT, people make the same argument about death penalty, automatic three strikes and you're out systems, etc and there has been plenty of research suggesting that toughness does not work as a deterrent. In fact, there have been findings suggesting that lack of proportionality (which often comes with "zero tolerance" policies) has the opposite effect because it encourages people to misbehave big - rather than small - time as it typically leads to the same sanction anyway.

the days of people "respecting the Captain's authority" are sadly long gone. The only thing that works is handcuffs, a trip to lockup, and a lifetime ban from the airline.

when Dubai was on the red list earlier I thought to myself I would rather be put into quarantine than take a holiday there. I have been on a few occasions but only as brief stopovers from Asia. I think beaches were much nicer 25 years ago when I first visited and there was still a smattering of local culture. Now it is a Middle Eastern version of Las Vegas ( another of bottom of the list of my to do places). All fake,

I can't imagine going to Dubai for vacations. Why would people go there? To ski in the mall instead of the real mountains? What else is there to do for a family?
Hmmmm.... Because it feels very save, great beach weather in February and our hotel is great with children and brilliant to relax ! And that's on a hotel on the Palm (no, not that enormous one) its very calm, luxurious and no wannabee's.
Been going for the last 6 years (except last year) and yes, was also also not sure about Dubai, but its great !
