Put another way, If BA offered a "gift voucher" of £250 for £200 many would be interested. If they offered it for £250, take up would be marginal. The avios sale scheme, with air travel about to grind to a halt, seems to be a disguised voucher purchase scheme, and you can't even give the FTV as a gift.
