Ireland is removing the UAE and Qatar from the mandatory hotel quarantine list as from tomorrow, so that - in theory - opens up the Dubai to Dublin to UK route again.
Probably a sign that the UK will also move the UAE and Qatar to Amber sometime in August too, as the more transit countries there are between DXB and the UK, the harder it will be to enforce the red list quarantine.

Given Dubai is no longer on the Irish red list & flights ex DUB are excellent value, I’ve booked a week in Sept in J via BA Hols. If the flights are cancelled due to DXB remaining on the UK red list, will I be rebooked on another carrier or what’s the situation?

If you are flying DUB-DXB I very much doubt that the UK red list will result in a cancellation of that flight.
If Dubai goes back on the Ireland red list, then maybe.
Bear in mind that if Dubai is still on the UK red list at that time, and you return DXB-DUB-UK without spending 10 days in Ireland, you will still (legally) be required to hotel quarantine when you arrive in the UK.

Well it is even worse I am afraid, if you do DXB-LHR-DUB, and DXB remains red, you are actually required to do the hotel enforced quarantine on arrival in London. It is only when arriving and transiting to outside the CTA that you avoid it I am afraid.

So if I read Timatic and other sources correctly then there are no restrictions on UK citizens going to the UAE from next week apart from needing a negative PCR test on the way out to Dubai and a day 2 test upon landing back in the UK. Is that right?
