Transfer between LHR and LGW
I have some family members travelling from Dublin to Faro on BA, via London next year.
They need to transfer from LHR to LGW
So a few questions:
1) Will their bags be checked through all the way from Dublin to Faro?
2) Is the National Express best low cost way to transfer between the airports?
3) Is 3 hours long enough to allow for the transfer between LHR and LGW?

1- No, in airport changes, they are responsible for transferring their own baggages.
2- I'm not the expert of it so I would leave this part to another poster.
3- Do not risk it in separate tickets. 3 hours may be risky.

To answer your questions:
1) no, bags will be checked to LHR, your family members will be responsible for collecting bags at LHR, taking them to LGW, and checking them back in.
2) i would say with bags as well it is the most convenient and cost effective, a private taxi would be even quicker and easier but at higher cost.
3) yes, that is fine short of a complete jam on the M25
Have a look at the LHR-LGW transfer guide in the sticky at the top of the board as well.

Please have a look here for an extensive guide:
Heathrow to Gatwick transport options: a pictorial guide
On 1, the answer is no. If using ground transportation they will need to collect their luggage and take it with them.

I'm from the school of 'any time in an airport not actually spent walking to the gate' is wasted time', I think I come at this from the perspective of managing my airport time quite tightly.
Having said that, and also having commuted that section of the M25 for around 20 years until I moved to California 5 years ago, Karfa's point 3 above is a real possibility to build into your risk assessment - unless things have improved beyond recognition.
When the M25 runs well it's a miracle of civil engineering, when it doesn't it is indeed the road to hell

From what I read on UK’s inane proposals, transfer between the 2 airports required 14 days quarantine for overseas arrivals. Outbound OK, the return less so ... but it may all have changed by then.
And what’s the official MCT between LHR and LGW these days? 3h or 3h30m? Having had some rather tense connections, we don’t schedule under 4h any more!

Yes, but let's hope by next year when the OP's family travels that will be well in the past!
