Just updating this from various twitter sources at 1720 on Tuesday Hong Kong time. CX have suspended check in at both terminals. BA flights still showing as scheduled but no one knows what will happen.
Instead of the usuals advice of go to airport early It may be a case of positioning close to the airport (say Tung Chung) find a coffee shop and waiting till later to see if check in has re-opened.

BA31 and 27 have landed in Hong Kong today. Question is whether they will sneak out with transit pax or those who checked in like 8 hours early, as they did yesterday

I don’t think an aircraft can ever ‘sneak out’ of an airport. They left with the permission of the authorities and ATC.

There is no suggestion of that, the policy is referring to changes to flights that have not yet departed. Passengers who were prevented from travelling because checkin was closed will be entitled to a full refund if they choose not not reschedule their flight. They will not be considered no-shows.

People travelling today 13 August can now be rebooked until 26 August inclusive, or take a refund. The reference to 735d, an IATA agreement, is that they aren't rebooking people on to other carriers, since they are all affected.
