Finnair Award VAT miscalculation?

Has anyone ever looked into why Finnair Avios bookings have such a high VAT? Finnish VAT for airfare should be 10%. When looking on ITA Matrix, VAT is indeed 10% of the fare+fees.

However, BA offers the following breakdown on a domestic Finnair redemption:

XUAV (Finnish Air Transport Supervision Charge) USD 1.37
Security Charge - Finland USD 5.71
Passenger Fee (Domestic) - Finland USD 9.67
carrier imposed charge USD 49.04

subtotal: US$65.79

Domestic Value Added Tax - Finland USD 37.98

The 10% VAT they are adding suggests fare+fees of US$379.80, but it fare+fees are actually US$65.79. American and Alaska will also book the same award flight, obviously without the carrier surcharge, and the VAT is calculated correctly at 10% of fees charged.

Update: after about a dozen phone calls, the pricing desk adjusted it to the correct amount and refunded the difference.
