The OP's example (and what I am talking about) is a change some weeks before, not "on the day" changes. For all reward bookings you have to sort it out with BA at that stage and the operating carrier CX/AA/JL etc wouldn't be able to help.
This makes perfect sense. What I meant to say above is that CX could have moved a passenger to another flight on the day of the flight. Not weeks ahead.

My Avios-booked First Class-flight HKG-BKK has been downgraded to Business Class (equipment change). Am I still eligible for the HKD cash compensation + Avios-difference repaid?
The flight is not for another 5 weeks.

Is there a difference between taxes/fees/charges for F to J to be refunded?

in term of avios you are due a refund of the difference from F to J, just call BAEC and they should sort that for you.

I'm thinking of the "goodwill payment" of HKD400/500 CX usually gives you upon check in
I'm not that worried about the Avios, as they would be sorted out by BA.

That would be a question for the CX forum, I hadn’t realised CX had introduced first class on that route. I’ve only ever been able to buy business on that sector.

I think you only get the monetary compensation when the downgrade happens last minute due to an aircraft chsnge, after check in opens. It's happened to me twice 4-6 weeks in advance, including once on a revenue ticket, and the best they've offered me is a refund of the miles (on the reward booking), free cancellation, or re-booking to a different flight with F available (which wasn't possible as all flights within a 2 day window that I could make didn't have F service)
