Hi,
There is " a smoking cage" by the flight connection bus drop off point at T3 . I think there are a couple of pictures on here IIRC

Seems some of the regional UK airports - BRS, DSA, NCL to name but 3 - can manage an outdoors airside smoking area (I don't think for a minute anyone is suggesting such an area should be indoors!) Even a larger airport like DUB can manage it too. But not the largest airport in the UK!
