Interesting use of the word 'tiered'. Aren't all cabins tiered?

Have to agree with the OP's assertion about the BA lounge being unkempt but suspect this reflects the BA customer base using it for their trips to Vegas and Orlando. As others have said, BA management have a focus on the bottom line and if the scruffs want to pay extra to fly Second class then they will gladly let them use the lounge.

I expect its an oversight. QF wouldn't want to turn away all those BA passengers and their $$$.

Taken from a link further up thread. It's specific to the LHR lounge so I assume it's accurate.
I noticed this back in 2016 when the press release first came out and I asked the Qantas Twitter team about it. The response was:

Requirements for entry into the new London lounge will be consistent with our other lounges

Passengers travelling in tiered cabins on partner airlines with a QF code.
Seems to suggest other OW J/F pax may not have access either. The language in that release suggests it's quite old, though.

That wording is just to cover Emirates flights with a QF code.

I am pretty sure I won't be the only person who takes offense at being described as a "scruff" simply because we have to fly from T3.

What a lovely BA spread for those with a sweet tooth.....truly excellent. ^

As for the CX offering...scones and olives is a new one on me. I've never had a decent cake anywhere in the Far East right enough.

11.45 hrs approx. They may do you eggs Benedict after that, if they aren't too busy.
