You can ask, but usually that will result in a decline and your bags will be through checked to the final destination. This will happen across the board, though some outstations are stricter than others, CPT is strict. If switching airport, as the original poster was doing then the bags will be returned in LHR before the LGW or LCY or STN sector.

Exactly.
Heathrow Express charges premium fares however you can always get a better price if you go on the tube (and it takes 3 times as long). Same with Gatwick Express and Thameslink.
It's called supply and demand. People will often pay a premium price for a better service.

Compare it to whatever you like but I doubt you would find many people who think that London - Amsterdam - London - New York is more convenient than London - New York direct. The price reflects that.

Usually, this is not possible and they might confront why? With a 6:30am arrival (just looking at today CPT to LHR flight timings), I would imagine its hard to justify an answer to a question like that. The general consensus, I believe, is that bags will be checked through to destination except if there's an overnight connection or a change in airports.

I cannot do Piccadilly Circus - Paddington - Heathrow cheaper than Paddington - Heathrow.
I get your point about convenience having a premium. It is a valid enough statement in its own right without the need to make the comparison.

its a shame because in this case its not like ex EU as no fare reduction
