When does EU261 kick in?

When does EU261 kick in?

I am very confused......I thought EU261 kicks in if a flight is delayed (long haul) by 3hrs......but checking in today at T5, all desks seem to suggest that a 2 hr delay is sufficient for something to kick in.

Is it 3 hrs or 2hrs?

3 hours delay at arrival for a simply delay to a booked flight. Cancellations, reroutes and similar are 2 hours. The desk notices are right to say that after 2 hours passengers should check, but it doesn't always apply. More details in the EC261 thread in the dashboard.

I had thought that the 2 hours was relevant as that is when EU261 duty of care kicks in (refreshment vouchers)
