Different avios redemption costs?
 
Trying to book my brother a flight using avios and for NCL-LHR-BLQ it's coming up 7500 + £17.50.

Is this correct as NCL-LHR-LIN is only 4500 + £17.50?

There is a band boundary which goes across northern Italy. LIN is cheap whereas nearby VCE and VRN are more expensive. You are familiar with the guide to this aren't you? ;)
