Not necessarily. If they have the same ISP in the office as in the lounges that claim is entirely credible.

Indeed. Don't necessarily blame the ISP, but more likely you shouldn't underestimate the power of the Corporate IT department and it's convoluted (and badly setup) firewall policies to reduce the usability of the office network to a primordial crawl.
