Better to arrive at EWR or JFK?

Depends on your final destination and time of day.
For lower Manhattan and up to the 40's EWR can be very quick. Post rush hour I've made it in 20 minutes multiple times from entering the cab. Cabs are more expensive from EWR than JFK, due to crossing the state border.
JFK T7 can get extremely busy in immigration after 8pm and is often a choker after 10pm, when multiple BA heavies combined with Iberia and some Asian carrier all try to clear arrivals.
However, my last visit a few weeks ago we got in around 8 and immigration was empty
JFK for uptown, midtown and 40's + 30's is a safe bet.

For departure, JFK has the better lounge facilities in my view.
On arrival, Newark seems quicker for immigration and is a more civilised airport in general I think.
The taxi fare from JFK to Manhattan is fixed, whilst Newark is all on the meter.

In my experience JFK is only better if your final destination is in Long Island ( be it Kings, Queens or an other county) ,Bronx, Westchester and further north east up the coast.
For Manhattan, NJ and further west - only EWR. In most cases immigration is faster as well.

I must admit that despite all the pro-EWR advice, I decided its marginal advantages were totally trumped by the pleasure of 2K on a 747 vis-a-vis 2K on a 777. It's a lunchtime arrival so I hope immigration won't be too bad.
