Booking partner award flying on Alaska Air, Fee or no Fee?

Booking partner award flying on Alaska Air, Fee or no Fee?
I can find and book a partner award online flying AA without a fee.
However, the British Airways website does not show Alaska Air flights and I suspect others. You have to call for availability and to book. Then they want to charge a $20 booking fee because I didn't do it online.
I have had success twice asking them not to charge the fee as I had no choice but to call. The last time the rep said they would waive the fee this one time but not again.
Is that the policy when you have no choice but to call?
