semi-OT: partner reward booking charges

A slightly random question -
I'm booking between AKL-SYD in the summer and thought I could use up some miles possibly. The two options being LAN (which I'd quite like to try) or QF but does anyone know why the charges for a QF redemption are TWICE as much as the LAN flight?
LAN is £27.10 and QF £53.70
Same amount miles and same day? This is the case in both Y and J:confused:
I will most likely book the LAN with cash, as J is a quarter of the price with them as QF for a one way.
I'd love to know who decides these pricing structures, they seem to baffle me more and more..

Fuel surcharge?

Yes, LA and AA are two OW airlines which don't charge fuel fines on their awards (maybe the only two, but I don't know for sure). So QF, BA, and other OW airlines which charge the fuel fines on awards (their own and others) don't do so when you book an AA or LA flight.
