Tyrolean were a full *A member in their own right, as were Lauda before being rebranded "Austrian Arrows". I see no reason why not.
Eurowings, Im not so sure of, probably yes if it is an LH service with an LH code.

Yes, Tyrolean and Eurowings are only the names of the
operating airlines. They are belonging now to OS and LH.
(You must have an OS and LH code on your tickets)
So you may earn miles but it depends on which booking class.
You will also have your star alliance benefits as well as on other
OS and LH flights.
