Taxes... higher on a codeshare?

Taxes... higher on a codeshare?

Booking a LHR-EDI return, and went to lufthansa.co.uk to get cheap fares with full points. Why are the taxes on the LH codeshare 33.50, but only 28.90 if booked through bmi?

LH charges an insurance surcharge that BD doesn't.

I just booked a DUB-LHR on LH and the taxes were almost 20 higher than on the comparable BD ticket...
