Unexpected government rate when booked through HRS engine.

I've booked a chain hotel recently via HRS.
The deal was quite good, but when I checked my booking I've noticed:
Rates
CALIFORNIA STATE GOVT, List of supported credit cards for hotel: American Express, Master Card, Diners Club, Japanese Credit Bureau Credit Card, Visa
Not sure hows it even possible to book such rate via third party. Hotel mistakenly loaded rate to the system?

Have 0 idea if it would be honored or not.

But was it a good rate, compared to AAA or others?
