Fees to earn points and points not earned off site from airports on BUDGET?

Hi, sorry, I NEVER rent cars and checked this page for a sticky or a newbie questions page, didn't see one...

Looking to book a car and earn AA points (5x per dollar due to my AA status), ideally from central Melbourne Australia rather than airport, and saw two interesting things on Budget's website:
  • Rewards program points will be awarded on eligible rentals. Miles may not be earned on corporate rates, discounts, free tour or certain travel industry rates or on rentals at off airport locations. Qantas, Air New Zealand AirpointsTM, and Fly Buys reward members should consult their program for their latest points totals.
  • If your rental qualifies to earn frequent traveler points, you will be charged a fee for the points at rental time.
How can I know the fee, why is there a fee, and is there any way to check eligibility ahead of time or do ONLY airport locations count??

Can't speak for Australia specifically, but in the US:
1. Why is there a fee? Because they can. It's charged on earning airline miles, but not hotel points.
2. The fees should be listed in your reservation if you add your airline # to the rental at time of booking. For Avis in the US, it's ~$1.25/day.

Fees for each of Budget's airline partners can be found here:

For AAdvantage, it's $1.00/day, but that fee will be subject to tax in some locations.

Someone posted on FT a while back about earning miles at an off-airport Avis or Budget location in Las Vegas, NV, but that seems to be very much the exception.

Supposedly the fees are to offset the amount that the rental car company pays to the airline to buy the miles.
