Which timezone for this Avis competition in Europe?
 
There was a promotion on August 22 where the first 100 customers booking Avis rentals in Europe, and crediting to Iberia, would earn 18,000 Avios.

I made a few speculative bookings and I am trying to work out the likely start time of the promotion. Would it be midnight Spanish time on August 22 (because promotion seems aimed at Spaniards); midnight British time (because the promoter is in UK) or some other time?
