You still had to purchase the original miles... so this offer is giving new miles at 1.5c each. The same as topping up with points + pay.
Unless you have a specific reason to transfer orphan miles out of an account I can't see much advantage of this offer?

Unless you already have the miles in your account and you can bounce them between accounts.
