Our flight from Jakarta to Singapore got pushed back two hours and now we are looking a t an arrival time in SIN at 18:25 and a departure from SIN (to SFO) at 19:50. There are lots of flights from CGK to SIN so we are not worried about making the connection per se, but before we [probably] forfeit that portion of the flight price, is it even worth considering if it's possible to make this connection?
These are two separate tickets: SIN-CGK-SOQ RT and SFO-SIN RT.

Any luggage involved? If not, I would not worry at all.
With luggage, you either need it through-checked, or stop at the transit desk to see if they will transfer,
or possibly even have to pass immigration & customs to re-claim and re-check ( worst scenario).
But if your flight CGK-SIN was changed to 2 hours later, you should be able to make a free change to an earlier flight.
I don't see why you should have to " forfeit" that part of the ticket.

There is checked luggage involved. The problem is that we are not arriving in Jakarta until 10:10, and Garuda says they will not ticket us for their 11:35 to SIN. Seemed odd to me but that is what they said. I am going to get back with them today.
I do think 1.5 hours should be enough time, but once you get into delays it gets a lot dicier, and since they just changed these times, I do not have a record of this new flight's on-time arrival in SIN, so I am worried about a delay, as the SIN-SFO flight is a different ticket.
So...getting a refund for that portion of the ticket? We'll see,. but our strong preference is to arrive in SIN no later than 17:00 or so. The whole trip is well-insured, and I'll check to see if we can get reimbursed for this if we end up buying other tickets. TBH losing ta couple of hundred dollars or so is not ideal, but also not catastrophic, and I know my wife, and she will rather have the earlier arrival time in SIN, and frankly so would I. As I said, there are other flights to SIN with better times, including Singapore Airlines, our SIN-SFO carrier.
I will update after talking to Garuda again.

One other point to consider - Flights from Jakarta are sometimes subject to enhanced security on arrival into SIN -
incoming pax are herded to a screening area, pass through metal detectors and carry-ons are X-rayed. In my
experience, I would say 5-10% of flights are subjected to this. If you are in First/ business class and get off first,
it is not much delay. If you are in Y, it could delay you 15-20 minutes.

That is very good to know. The way it looks now is that we are going to purchase a separate SQ ticket from Jakarta to Singapore. Garuda will only cancel/refund the whole ticket which is four flights, three of which are fine. SQ can hopefully transfer our luggage directly onto the SIN-SFO flight. We believe we can reclaim the Jakarta ticket for SQ through insurance..
The SQ flight from Jakarta lands at 17:05, so three hours to make our SIN-SFO flight.

All terminals in Singapore are international.

LOL thank you! Of course there's no international terminal!
Quick question: Do you think SQ can automatically transfer our checked bags onto the SIN-SFO flight? There will be separate tickets, and it's surprisingly hard to get a definitive answer out of SQ.

SQ to SQ will check your bags through even on separate tickets, and should issue both boarding passes.
And even if not through-checked, the transit desk in SIN will be able to arrange the luggage transfer.
