Is entry to the Philippines not back to normal? As a US passport holder, does one still have to do a health declaration prior to landing? I'm hoping I can just land, show my passport at immigration, get a 30-day visa (free?), and then start my trip.

Everybody always had to do a health declaration. Even pre-COVID. What's new now is that they dropped the paper declaration you filled out in the plane for an on-line system that you have to fill out within 72 hours of departure.

You get a QR code that they recommend you print out or take a screenshot, but that's only as backup. Immigration can tell if you've filled it out on their screen when they scan your passport. If you don't they lecture you, make you step aside and hopefully you have a data plan on your phone, because you're not getting in without filling it out. Again, this is to replace the paper form travelers used to have to fill out in the past.

Filipinos also have to fill it out leaving the Philippines, but not foreigners.

And don't get cute on the eTravel form. Someone tried and learned the hard way not to do that:

Ok, so fill out the form on that website and then scan my passport. Barring any unpleasant information showing up on their end, I'll get a 30-day visa to enter?

I promise not to embarrass any other US passport holders!
