Unaccompanied 12 year old; MNL to PNS

Unaccompanied 12 year old; MNL to PNS
I don't think this is possible, but wanted to check here first.
My daughter, US passport, needs to travel from MNL to PNS this or next week.
I believe 3 carriers allow a 12 year old to travel alone, JAL, Korean Air, and PAL.
It is possible to do 2 hops on JAL to IAH, but then another carrier.
Korean AIr will fly in 2 hops to DFW, but then another carrier.
PAL only flies to LA. Then another carrier.
Most American airlines will not allow a 12 year old unaccompanied. There are different restrictions with the US carriers.
I'm trying to call around to see if the US carriers will abide by JAL's, PAL's, or Korean Air's 12 year old rules.
Any more information most heartily received. Am I missing something here?
