It is quite cheap to buy a cell phone and have it unlocked in EZE. I bought one on eBay for $10, and paid 45 pesos for a sim card and to get it unlocked. I've used the same phone in 5 different countries, and it worked fine.

That's fine but for someone who has never been to Buenos Aires before and doesn't speak Spanish, it's easier said than done. For such people, picking up a phone that's already activated and ready to go would be far less of a headache.
I'm just saying that if you travel a lot, having an "expendable" phone to use outside the US is a good idea. Getting a Movistar or Claro chip is quite easy, and I think most anyone could handle that part of it. |

Yeah, the Movistar chips are very easy to get. Besides the official localtions there are also grey market dealers selling already activated cards (at least here in Cordoba).
