Yeah, I would think the odds of a typical tourist being mugged in BA are extremely, extremely low. I mean, I grew up in NYC when it wasn't as safe as it is today, so I know all about urban safety. I'm still very conscious about my surroundings in public, urban places. About 7 years ago, at about the peak of the Argentine economic crisis, I once detected a pickpocket following me on a BA street (I've had similar experiences in urban cities in Europe and Asia). But nothing has happened to me since then despite countless hours walking around BA day and night. Admittedly, I don't look for trouble and don't walk through "bad neighborhoods" (how many tourists do?), but still. I know the locals think BA is "less safe" these days than it was even a year or so ago, but I've detected no safety difference. I think a bigger risk is somebody playing the "mustard trick" on you to pickpocket you, but I can't say I've seen any evidence that even these practices are common in BA. It's simply not a dangerous city at the moment for tourists.

I was in BA last week and believe it to be safe.
The begging/poverty is insane especially the little kids barefoot on the train but one can see the difference in wealth and observe why some have it and others not even close.
Just be conscious and if you feel uncomfortable shift directions.

I think it is unfair to compare BA to other cities (ie. Detroit) as BA is a very walker and pedestrian friendly environment whereas Detroit is not. BA can only be compared to the liked of NYC, SF and European locations. As it is a late night environment with numerous cabs and excellent public transportation options.

Hopefully, by my next visit I'll figure out the bus system.
