Should be a simple question... are "Value" Acela business class tickets refundable?

A casual read of Amtrak's refund policy says yes, fully refundable 8 days or more prior to departure. However...

Value Fares

Classes of Service: Unreserved Coach, Reserved Coach, Acela Express Business Class
  • Refunds: Full refund if canceled 8 days or more before departure. 25% cancellation fee charged if less than 8 days prior to departure. Unreserved tickets incur 25% fee an hour or more after purchase.
So what exactly are "unreserved tickets"? Acela business class does not include an assigned seat. Is it reserved and thus fully refundable, or is it unreserved and thus subject to a 25% fee?

Their policies seem designed to deliberately confuse. It's kind of appalling, actually.

"Unreserved" means routes whose tickets are open and not tied to a specific train (e.g. Capitol Corridor, Hiawatha, Pacific Surfliner). All Acela tickets are assuredly Reserved.

Amtrak's definition of "Reserved" is that you will have a seat, any seat, not a seat with a number just for you except Acela First Class.. "Unreserved" ticket will allow you on some trains but, not guarantee there is a seat for you.
