Is this an offer to open a new card account, or an offer to use an existing account? If it is for a new card is there any other new account bonus?

2. Does the offer include either of these sentences:
Personal: "Welcome bonus offer not available to applicants who have or have had this product."
Business: "Welcome bonus offer not available to applicants who have or have had this product within the last 12 months."

Thanks. 15,000 points would be the base points, so it's essentially a 135,000 bonus for spending $15,000 in 12 months.

Since it's a new account bonus, it's the same as earning 150,000 - 40,000 bonus - 15,000 base = 95,000 for an extra $12K spend, which is a pretty decent deal (7.9 points per dollar) if you're going to spend that much anyway.
If you're comparing this with the 100K bonus offer, it actually still holds up. 35,000 points for $12K spend = 2.9 points per dollar, which is pretty tough to get outside of bonus spending in office supply stores (3.9 points per dollar equivalent).

It is improbable that American Express will target an existing Gold account cardholder for a new Platinum Card. More likely you would receive an "upgrade" offer, as discussed here:
