Limits on Platinum AmEx members using Air Canada Lounge in Calgary
AmEx Platinum members may not use the Calgary Air Canada lounge between 11:30 a.m. and 6:30 p.m. This is due to renovations, and will continue until September 2015.
Meanwhile, it's fully open to business class travelers, "Elite" members, etc. I'm not sure what to make of AmEx members facing lounge restrictions like this -- a fluke due to a unique situation, or the beginning of a trend?

American Express Platinum Card cardholders haver never had access to this lounge.
Unless you mean the American Express AeroplanPlus Platinum Card, a card that has very different lounge access than the standard Amex Platinum card. In which case, you're better off asking over at the Air Canada Aeroplan forum.

...or Air Canada are making sure their own top-tier customers don't get crowded out during peak hours, by Amex cardholders flying other airlines?
If you've got Amex Plat, you've got access to the Chinook Lounge at YYC anyway.

It's not just you, MLL Passes are also restricted as are Guests of Elite members (except SE). This is due to extreme overcrowding in the reduced space while renovations are ongoing.
In terms of your Cardholder Benefits it is well within the T&C:
6.Quantities are limited. American Express AeroplanPlus Platinum Cardmember must present the American Express AeroplanPlus Platinum Card and a confirmed, same-day departing ticket on Air Canada, Air Canada Express™*, Air Canada codeshare or Star Alliance™**flight to be permitted access to a Maple Leaf Lounge. Cardmember is permitted paid guests in the lounge, pending space availability. Access to arrivals lounge is available upon presentation of a valid American Express AeroplanPlus Platinum Card and a same day confirmed boarding pass on an arriving Air Canada International flight, regardless of the fare type purchased. Access is subject to Air Canada Maple Leaf Lounge terms and conditions and may not be available due to unforeseen circumstances. Other conditions apply. Supplementary AeroplanPlus Gold Cardmembers do not receive Maple Leaf Lounge or Arrivals Lounge access.

OP please specify your card product precisely
This would be an excellent time for the OP to actually name the card he carries, and which gave rise to this thread. He did namke an Amex card product in his original post and I share others' scepticism about that.
OP, look at your card's front. Does the word "Aeroplan" appear anywhere on it? If so, it's not the card you named in your post.

OP is prob. referring to the AeroplanPlus® Platinum Card which gives complimentary access to MLL lounges with an AC ticket.
