For the record, the FHR search results I see are still not-bookable online and say "To check availability for this property, please call 1-800-525-3355. Terms apply."
I don't remember it taking this long to do online bookings in previous years.

In previous years, Amex didn't offer 5x points on prepaid FHR bookings. As annoying as the delay is, you're comparing apples and oranges in this particular circumstance.

I am looking at the Enhancement Resort in Sedona, AZ for this summer
it shows in the Directory as still a FHR in 2019, but does not come up in any searches (from a few weeks to several months away). Nor does it even say "To check availability for this property, please call 1-800-525-3355. Terms apply."
I haven't called AMEX yet, but is this normally a case of the contract not being renewed and the Directory is outdated? Or it is not renewed yet but will?

When do FHR rates for 2023 load in the system?
I'm looking to book some hotels in early-2023 using Amex FHR program - but seems like no fhr shows up for the hotels (e.g. search any city for random date January 17th 2023 etc for any city, I tried Seattle, Quebec, New York). The four seasons and fairmonts etc show up with availability but without the FHR benefits listed.
Do we know approximately when amex loads the FHR rates for the next calendar year?

We do not typically see this question until the Autumn. The 2023 rates load after the properties sign contracts for the next year.

Oh well. Guess I'll just go ahead book directly with the Singapore hotels since the offers in Q1 of 2023 are very good right now.
