100% agree that it's AA using the DOT rule as an excuse. The rule is that airlines have to include the baggage allowance and any fees for the first or second checked bag on the ticket. AA's claim is that is that if AA checks a bag through to a different ticket, they have to calculate the bag fee on that ticket. But I am 100% certain that the DOT won't object if AA undercharges by checking the bag through and only charging the bag fee on the first ticket (instead of the sum of the fees on both tickets), 90% sure the regulation is written so that is explicitly OK, and 80% sure that IATA interline rules require a downline carrier who is an interline partner of AA to accept a bag if AA checks it through, even if it was a separate ticket.

And the claim that AA can't figure out the downline baggage fee when the downline ticket is their own is especially ridiculous. Is AA going to file a DOT or IATA complaint against themselves for failing to collect the bag fee on the second ticket? And if the second ticket has a lower checked bag fee than the first, there's still no problem under DOT rules collecting the bag fee for the first ticket.

Seems suspicious.

If you book an AS operated flight on AA stock, I'll bet that AS will check it through to a different AA ticket. And as the ticketing carrier, AA is on the hook for providing the correct information on the ticket regardless of the operating carrier.

Yes you can. You can have a single itinerary that is made up of multiple awards

AA loves to do this. Had a flight recently where the GA said "It is federal law that you board the aircraft with the group shown on your boarding pass." Yeah I'm sure federal agents are going to arrest that GA immediately if she lets a Group 7 pax board with a credit card holder.

Normally I'm against the fake "federal law" claims but if they are actually enforcing the boarding groups I'm good with it.

I find it interesting that there are still some signs that say that wearing a mask is federal law. Its been a year and a half since the mandate ended.

I didnt say that they can be combined after the fact - that is not possible for any booking
What is possible is for 1 journey to be made of multiple awards. For example, it would be possible to make a booking where 2 awards are needed as part of a single itinerary. e.g. SYD-DOH-JFK would be valid to book , just that the cost would be for awards of AU-Middle East plus another for Middle East to USA
