Are Basic Economy domestic fares eligible for complimentary upgrade?

1. Yes, I do it all the time.
2. It may take a while for the upgrade to get requested since something has to get changed on AA's end. This should happen automatically but sometimes it doesn't (I have my theories about what causes this, but I can't be sure). If the upgrade has not been auto-requested within a day of ticket purchase, call the EXP line and they can fix it.

Only after this change happens, can you get upgrades requested etc.

There's also something in a footnote about having to book 24 hr before departure. That may be so that this process has time to run.
