Best strategy for getting upgraded on flight to London

Curious - is the 2nd level prioritization on an INSTRUMENT upgrade waitlist (LPs now, presumably rolling EQDs previously) relatively new? I know it's been part of the elite upgrade prioritization for at least several years, but for mileage/SWU upgrades I only remember it being elite status then time of waitlist request.

One suggestion is to confirm your outbound UG, suggested above, then purchase PE on the return. At least you get a lie-flat for the overnight flight, and still get reasonable space (and smaller cabin) for the daytime return flight.
